I think everyone can use a frame, whereas not everyone drinks wine. But they usually have guests that do. But my vote is the frame.

I like both, but I am leaning toward the picture frame. This way after your wedding your guests will have a frame to put your thank you picture in.

you could do both, and arrange them in the center of each table, and let the guests chose which they prefer. Personally, I'm up to my ears in picture frames.... and booze is always a good thing
