Can anyone recommend a CD with a good interest rate? I know nothing is going to be spectacular, but I want to find the best of the worst.

you should also look into a money market account ... they're often the same percentages as CDs but you treat it like a savings account (so you don't have to wait 3 months to withdraw your money)
i can't help with which banks have the best rates though ... sorry

Check out ING. They usually have higher rates than other banks.

hsbc has an online account and you get atm card so you can withdraw your money any time..

That's what I use for CD rates etc... they even have credit card rates on there. its a really comprehensive site!
