Well since she's the first one to walk down the aisle anyway (and if she's not, make sure she is), you can just have FH walk her down and then stay up there. You don't need to have the BM walk down the MOH if you don't want to - he can just be up there already waiting for FH to join him.

This is how my sister did it at her wedding. I was the MOH and walked down the aisle with the Best Man. HTH

Hmm...I thought that the FMIL sat down and watched the ceremony. Maybe he can walk with her first and then stand at the front.

It is a little weird. Can you have BM sit down in the first pew until FH gets down the aisle and then join him? Or have him stand off to the side? That way it doesn't look like you're marrying BM?
I don't see any other way if FMIL is that intent on having FH walk her down the aisle and you don't want BM walking down with MOH. This is a tough one.

I would either have FH escort FMIL and then BM walk with MOH....OR
Have FH escort FMIL, then track back to the aisle again and then walk up with BM while your parents are walking in.
