Its kind of hard to tell in this pic (Its from my 1st fitting and my dress is all wrinkled) but mine looks kind of flat

Mine is a semi-french (not even a fill french) and its pretty puffy.

I think it depends on how much poof is under your dress. The dresses I have tried have no crinoline underneath so the french bustle is very flat.
