I was thinking of wearing both ... I have (as a surprise for FH) a Dallas Cowboys garter that he will remove from one leg. He will then be coerced by everyone to go for the second one to toss (I was thinking of having that one on the other leg). What do you think??

Not a stupid question - you should know that no question is stupid.
I think you wear both, just make sure the throw away is lower on your leg
ETA: or one on each leg and make sure you use the correct leg

No clue which is correct, what I actually meant by that was to make sure that you don't accidentally have FH go up the leg with the garter that you want to keep.

You can put both on the right leg but but the one you want him to throw away at the bottom and keep yours on top
