Gratuity vs tip

Gratuity vs tip

What is the difference? I got my final menu and it lists gratuity 20%. So I called the venue and asked who gets the tips. She says 'No one is tipped with your payments, our wait staff is very well paid, but you can tip them if you wish. There is an administrative fee which you pay but no tips.' Dummy me goes, oh ok. and hangs up.
But wait? WTH is gratuity? I thought it was the same thing as tipping.

Someone please explain the difference and who the heck gets the gratuity?

It's a 'Service fee' which the catering hall then uses to pay the waitstaff, etc.

So the following should be tipped extra?
Matire D'
Bridal Attendant
Servers per table
and
Bar tenders?
ETA: 'extra'

that's really deceiving... to me, gratuity = tip; service = service staff's pay.

The only people you're expected to tip are maitre'd ($3-5 per guest) and the bridal attendants
