If (hypothetically of course) someone got a speeding ticket in another state that they did not pay, does the rental car company run your license and check for that?

I am not planning on driving, but I have to give them my license because we are paying with my credit card. Dh will be driving.

Am I going to get arrested?

I don't ever remember them running my license when I rented. I think they just take a copy of it. Sorry No help here
