Help? How do 'bustles' work?

Hoping you ladies may be able to help me - I have the dress (in my album) and it has a loop underneath it, but I don't know what it is supposed to attach to?
It is a sample dress I purchased off bridepower and had sent to Australia, because the people at Kenneth Pool advised me they do not make this one anymore. So I am wondering if perhaps something is missing from it?
I know there is another girl on this forum that had the same dress - and looked gorgeous too BTW - maybe she can help me??

It gets bottom or clipped in the back of the dress, SO you are not dragging you gown around. I prefer it to be on the low side SO it doesn't give you are big butt, and you are not sitting on it.
Hey you flower pick looks like mine.

The loop goes on your finger so you can hold the dress up. Many brides choose not to bustle and use the loop to hold most of the dress off the floor. If you want to bustle, you will need to have it made by a seamstress.
