Help w/ layering picture

I need some quick help. I've been driving myself crazy as I've done it before many times & now for the life of me cannot remember how to do it.

I have a picture of Times Square & I'd like to add a picture of our class mascot into the Times Square picture.

I don't have photoshop but I have: Microsoft Picture It, Photo Editing Software and HP Image Zone.

Any help would be GREATLY appreciated.

Thanks!!!!!!!!
