HELP!!Tulle petticoat (slip) vs. hoop skirt...which is fuller??
I am looking to make my flower girls dress full from the waist down. I dont really want it to just be full at the very bottom, I want the fullness to start from the waist down. That is why I think I need the tulle, but then I was wondering if the hoop skirt would make the dress look fuller overall. I really want it to be as full as possible. The tulle one has 2 layers of tulle and the dress already has one layer of tulle. Anyone got any suggestions or advice?
