here's the thread with the explaination :) It's only needed on dresses where the detailing makes alterations on the length impossible...so the dress is made the correct length from the manufacturer...hope that helps :)
they measure u from the hallow of ur neck (collarbone center) to your hem w/ shoes and the dress is made to those specifications. mostly done when theres a special hem on the dress like beading or detail - i chose it b/c i have a bubble bottom so it would be less of a hassel to shorten the dress - they charge more for it but it all comes out in the wash b/c u save on the alterations

It's when they measure your height from the hollow part of your neck to the bottom part of the dress. They did this for my dress because there was beading on the bottom and they didn't want to have to hem too much if it was too long.

ok so its not necessarily for short girls its for beading at the bottom of the dress that they dont want to cut off in other words?
