They should put the parents in cages and see how they like it

I saw this article this morning, horrifying, and these are foster parents--I thought they screened them, and checked up more often on the kids. One of the boys said he's slept in the cage for the last 3 years....it's just not right-and charges haven't been filed yet, unbelieveable.
