The hotel we are looking at quoted us a rate of $159/night, some of my guests are seniors and government/military discount eligible (which is significantly cheaper than the rate we were quoted per night) if they book on their own, do they count towards my number of required rooms booked? Will we be notified that they booked? And, do you think it's possible to get the lowest rate they get for all my guests?

If they do not book through the block I do not think it will count towards your block. I would reach out to the hotel w your concerns and maybe they can lower the rate
