I walk Oscar on a leash. Every time a car passes by he runs toward the car and I have to keep him out of the way. I think he wants to greet the car, being such a friendly little guy. If he ever gets off his leash he would surely get hit. How do I prevent that? I watch him like a hawk but you never know when a dog might get loose. I'm scared.

You need to do desensization training. Have him sit stand in an area with lots of cars (far back, like on a sidewalk). Any time he lunges for a car or moves, give a quick correction with the leash and say no. As soon as he calms down/doesn't move any more praise him. It will be a process, but eventually you'll just be praising him for not lunging.
