How do you measure the inches of a high heel?

How do you measure the inches of a high heel?

Is it the inside or outside? Saw ones I want to order online but don't know if they are too tall...

i would measure along the outside (back of heel...from the top of the place where your foot will rest to the floor)

Every manufacturer seems to measure differently - I would call - but most measure the inside of the heel.
