How many programs?

How many guests were at your ceremony and how many programs did you need?

I'm trying to figure out how many I really need to make. We expect about 150 people at the wedding (though I figure not all will be at the church) and I know some people are just coming to the ceremony (like from work, etc.). My ceremony and reception are close in time between them and distance.

I am getting married in church, 215 person wedding (i hope not more) & I made 100 programs for church

I would say about half your total number of guests. Keep in mind not everyone attends the ceremony and many people in the bridal party will not take a program.
