Wow, that's a good question. I'm thinking of all the weddings I've been to that I've thrown them, and I think there's usually like 5 in the packet. Just enough to throw.

The florist I amy go with offers them for no charge. May be something to consider with your florist.

you will have to have someone clean up the silk ones.
i've usually gotten around 5-6 petals each time i've thrown them
