depends how complex, you can try the seamstresses in chinatown or flushing's chinatown :)
post something on the official chinese threads, i know some girls there are getting their dresses made.

it range from a few hundred to few thousand, but i would safely say it's under 1k if you go to the chinese steamstress, show them a picture and give them the fabirc and they should be able to duplicate.

ChrissynRicky got a custom made dress from Panina (not sure if that is the right name or not) you can FM her and find out the details.

I had my dress made. The price is going to depend on the seamstress and what you want.
