We were thinking that my FFIL would be a great officiant for our wedding and would mean more to us then some random officiant. Does anyone know how one becomes an officiant in NYS? Thanks!

Check out www.ULC.org and then you'll be able to ask the Town clerk some questions about it. It looks like it's free, but some extra info might be a small fee.

we had a friend who got ordained through ULC, and it is NOT legal in New York!!! They had to scurry to find an officiant 1 month before their wedding last year.

Universal Life Church is where our friend got ordained so he can marry us There is a special package for nyc officiants (it's 24.99). I'm pretty sure the officiant also needs to register with NY at city hall.
