If the description says that it fits and 8' wrist and my wrist measures 7' around, do you think it will fall off? Can you even have bangles re-sized?

With a bangle, they usually tell you the max that it will fit because of the shape... If your wrist measures 7', then you would use a 7 1/4 or 7 1/2 inch bracelet. I don't think this bangle would fall of your wrist.
Do they have a return/exchange policy?

measure your hand from your thumb to pinky. If it is wider than 8 inches you know the bracklet won't fall off.
