I have a question about making a veil..

My daughter' wants it to be two tiers. Can anyone tell how there's is made? I want to know if one long piece of tulle is folded and then gathered on the fold, or is the fabric cut and then gathered? Would they be gathered both together or gathered separately and then sewn together?
She wants to wear it under her bun in the back and she wants it very full.

Any advice would really be helpful.
