and i just don't know what to do anymore. My apartment complex has not fixed the problem (they keep telling us they are working on it) and I can't even tell you how much this is effecting me.
What should I do???

no - not in nj unfortunately. this used to happen to me all the time when i lived in a complex in nj. i would call the cops and then they would try to track down the landlord. maybe you can try calling the department of health in your town, county, as well.
