yeah I was told it is hair first then make-up not sure the exact reasoning, but I guess it is so your make-up lasts longer

That and if your hair is done after makeup, it might get in your face and rub against the m/u, esp. if they are parting it and moving it here and there, etc ... might mess up your beautiful face!
