I need help!!

Does anyone know how to do the place card holder's on the votive holder's with the velum paper?

I also can't figure out about a program, we are having a civil cermony at the reception hall b/c I am jewish and FH is catholic. So there won't be reading's or anything religous like that? Then what do I put in it?
