Is anyone elses hall asking them to provide insurance certificates for all their vendors?
How is this done?

Yep, our RH is requiring that of us. If we don't provide them then we would have to sign documents stating that we are liable if anyone gets hurt as a result of the vendors.
I just sent them all e-mails stating:
Per our reception halls request kindly provide a copy of your certificate of insurance to my attention at:(work fax) or e-mail if u have it in PDF format.
And then I gave the receptions halls address.
Vendors who are in the biz do it all the time so it shouldn't be a problem. And some will say, don't worry I will send one directly to your RH.
