i know that one of my best friends can not make it to my wedding due to a prior obligation-does she still get an invite?

I would say yes. Even though you know she can't make it, I think it would still be nice for her to get the invite. Plus, if her previous plan falls thru, she may come. Also, even though I'm sure she knows she's invited, it's nice to make if 'formal' too.

I would 100% still send one. I already know a few people who can't make it, but I figure it would be nice for them to still see the invite and details of the wedding just to have if they wanted it.
