Has anyone heard of vendors having a sale? Is it normal to be able to catch a florist, photographer or DJ having like a 10-20% off promotion or is this extremely rare?

I've only heard of Tuxedo places holding a sale or promotion...never any other vendors - especially florists or photographers. I'd actually find it a little shady if they did (for some strange reason!).
