Re: junior bm
It's borderline. I think I'd make her a junior bridesmaid because you don't want her to think that you think of her as a baby. I have two neices in my bridal party (one will be 13 at the time of my wedding and one will be 15). I was undecided what to make the 15 year old at first but decided to make her a regular bridesmaid because I didnt' want her to think that I feel she's still a 'baby'. JMO of course.

I don't think that 10 is too old for a flower girl. My ring bearer is 8.

Re: junior bm
I also have a 10 year old in my party. She has already been a flower girl twice before, she is tall for her age, and I felt to put in a white dress would make her look like she is making her first communion, which is next year. I chose to make her a JB and she is thrilled. Another choice could be to have her in a flowered dress with the colors of your BP. This could be a compromise f or both??
