It is from air getting into the clear top coat and the manicurist not taking his/her time

i hate that too. i see if whenever heat is used to dry; the thinners evaporate too quickly and leave bubbles. try letting them air dry a little bit first and then follow up with the hand dryer.
also, if the manicurist shakes the bottle to mix everything up might cause that too. everyone shakes the bottle of nail polish to mix it up before painting but you really should roll the bottle rather than shake it.
its annoying... but luckily they only cost $7-10 bucks!
