how close to your wedding is going to make you a sample CP?

2-3 months beforehand.

He told me 3 months beforehand and I just booked recently. This way there is plenty of time to order different flowers if you want to make extreme changes.

It really depends on when your wedding is and what flowers you are using. He likes to do it 2-3 months before the wedding but sometimes he can only do it about 1 month if the flowers you are using are not in season. For me it was 1 month because I am using Peonies and they only start blooming around the beginning of April and I am getting married in May.
