what is the proper etiquette for providing a limo for the grooms parents, my family doesn't drive, but FH family does? If they want to drive themselves do we just let them?

We're only providing shuttle (since it's larger than a limo) for the OOT guests that are staying at our hotel, as well as the bridal party.

In my family the groom typically has a limo take him and his parents to the church; after the ceremony groom's parents and bride's parents are taken via limo to the RH; after the RH the two sets of parents have usually arranged ways to go home.

That's how we're doing it too. My parents, my bridal party and I will go to the church in 1 limo....his in another. After the church, my parents and his will take a limo to the rh and us and our bridal party go in another limo. after the rh, everyone arranges their own way home (but we're having an after party so the shuttle can take our bridal party to the hotel we're staying at).
