London shades??

My neighbor has these great blinds in her front multiple pane bay window that have an arch on the bottom where sometimes they are arched and sometimes not, they are awesome! They look similar to what I have found searching under 'London Shades' but hers are not fabric, they actually look lie cellular shades. Has anyone seen these, know what I am referring to and where I could find them.

Thanks
