Re: Looking when they aren't hiring
I did this for a few companies, and it is actually how I got my first job...I just said I was interested in your company because of x and y reasons, and here are my qualifications and what I am interested in working in. Please contact me if any positions come up for which I am qualified. Good luck!

Re: Looking when they aren't hiring
When I was looking- and there were TONS of hiring freezes- I got my foot in the door at a few places by asking for 'informational interviews.' Tell them you are interested in the company, and a few of the positions there and just want to come in and talk about it some more. Then ask them for their guidance, and what you can do to better your chance when they are hiring again. DISCLAIMER: **This worked for me by calling though. I never wrote letters, I went straight for the kill I called not only HR but also the bosses of the position I wanted **
Though they weren't hiring, I can always say that I got to interview at Vogue magazine
