My hall is charaging a 3.00 service charge per person. Do I still tip the Maitre D 3.00 per person?

Not ususally...
most halls tell you to factor in 2-3 dollars per person for the maitre'd and the 15 - 18% total gratuity is what goes to the servers, bartenders, etc.
my hall did not add that to my bill, rather i gave that suggested amount to the maitre'd the day of. it is a suggested amount, but most earn it or go above and beyond. you can use your discretion with this.
