which borough hall? I went to the one in Brooklyn. It took about 2 hours.

Yep. I went last year on a Friday in June. I thought it would take longer, but it was not too bad.

I think it really depends on how many people are there. I'm taking the morning off just in case. I dont want to be late from lunch. I'm sure they'll understand if you tell them in advance maybe you can take a 2-3 hour lunch that day.
