How old do you have to be to sign as witness? FH's brother will be 17... Can he sign?

I'm pretty sure they have to be 18, but I'm not 100%.

its a legal document... and im pretty sure they cannot be a minor so i would say 18

But I think he can still stand up as best man and someone else signs as the wittness...that is what our priest told us...if anyone is under age.
