Does anyone know of a way to stop a dog from licking and chewing his paws til they are red? He doesnt have any cuts or scrapes ( that I can see) but he licks and licks. Is it OCD?

I know that there are different sprays/ointments at the pet store that are supposed to taste nasty to the dog but I'm not sure if they work. You are right in thinking it might be some sort of underlying problem - it could be psychological or it could be something like a food allergy or something you wouldn't have expected. Talk to you vet...

also watch how he peas, if he steps in it i mean, it might be irritating him. Try washing his paws with warm water and a mild soap or shampoo for dogs

This usually means the dog has an allergy condition.

I just took Sandy to the vet on Sat for this reason - she has some kinda allergy. They gave me pills. They where $80!!! I take better care of her than I do myself.

This is a very common sign of an allergy. I would take the poor baby to the vet.
