MOH Question

Generally, are there any requirements for the MOH by the catholic church - for example does she have to be catholic?

I asked my priest the same thing - he said she doesn't have to be Catholic. But if she's not, I'm not sure if she can sign the Catholic marriage certificate - I think someone else has to do it.
