We plan on using a monogram wax seal on my sisters invites. Should the monogram letter be the initial of my parents last name since the invitation comes from them OR should it be my sisters FH's initial?

It can be either. Etiquette states that a monogram of the newlyweds last name should not be used until after the wedding has taken place, since technically that monogram won't apply until then. However, with so many beautiful monogram invitations and 'themes' I say do what feels best and right for your sister.
