the nerve of some people!!! you should call the cops
my neighbor does the same thing, except we're in an apartment building so we share the little area outside our front doors. Still, she sits right outside my door (i have to ask her to move in order to open my door) lately, FH and i have been 'accidentally' opening the door anyhow and hitting her chair

Later in the day they move closer and closer to the door. The other night I tried to take out the garbage and couldnt fit past them.
We are in a co-op so the cops prob wouldnt give a hoot b/c technically in a co-op you dont own the property.
