My puppy is constantly scratching and i think he even cries. I went to a pet store and asked for a flees collar just in case and they told me that flees hibernate in the winter and it's probably dry skin. How do I help that? I gave him a bath after a month and I try to brush his hair every day.

Please do NOT use those pet store flea collars. They often cause allergies and severe reactions. Your best bet is to see a vet because your puppy could have mites/fleas or allergies. Your vet can prescibe a monthly anti flea-tick medication if you choose to do medicine which is much much safer since the dosage is by weight.
Pet stores are NOT good places to get advice, especially if your puppy is crying.

Please take your dog to a vet. It could be a reaction to something and he might need an allergy medication.
