im not sure about having a shrug made but we're having my moms MOB gown custom made by Runway Couture in Bellmore, its on Merrick Road. The girls that own the store are all F.I.T. grads who design the gowns and do all the steamstress work themselves, so far aso good with them you should check them out.
Try bridal elegance in huntington. They have a lot of shrugs and jackets - maybe you can buy one off the rack from them?
