I had FH's 35 birthday at the VFW in Ozone Park. It included Buffet, open bar, cake and DJ
I don't really remember what it was per person but it was definately under 40.
Or try this place on Metropolitan Avenue Dance Club international. I went to a party there the food was good. Don't know how much it was a person but I think it was under your price

Depending on what kind of food you're looking for, try Cascarino's in College Point. I think they said $35pp for food, beer/wine, and there's a private room that can hold maybe about 100 people.
