I think right now since you're really hurt and upset, maybe you should cool down before you make any decisions. Remember that you asked her to be in your BP for a reason and it seems as if she still wants to be in it. I would definitely mention to her that she forgot about your birthday and that you are hurt about it, and the fact that she didn't tell you that she moved. Maybe it would be best to get everything out in the open and then decide if it's worth going through with having her in your BP.

I think I would be hurt, but the fact of the matter is, it sounds like she's got a lot going on in her life. I know she didn't really acknowledge your b-day, which sucks, but she has also volunteered herself in terms of your wedding by being the one to bring up buying dresses for your wedding. If I were you, which I'm not, I would probably just suck it up to you both getting older and priorities do shift. It sounds like she still considers you a friend and I wouldn't count her out either. Good luck! Handle it however you feel comfortable.

I can understand you being hurt, but I don't think it was intentional that she missed your birthday (although I don't know her personally, so i can't say for sure). I think that she, perhaps, is very busy these days and since you yourself said that your firendship has been changing, didn't think that she needed to tell you that she was moving. I know that I have been guilty of not calling people and being distant to my friends for long periods of time...but it's not because I love them any less, I just get overwhelmed by life. I'd say, take some time, cool off, and then talk with her about how sad you are that your friendship is changing..... growing up sucks!

Re: Need some ADVICE . . . I am FUMING (LONG)
My best friend of over 20 years moved to Turkey after high school for a year, then lived an hour and a half away for 3 years, then joined the Coast Guard and has since been in California for several years.
It has happened that during extremely hectic or stressful times one of us has forgotten the others birthday, and perhaps we don't tell each other right away about things as often as we used to. And, of course, someone had to be the first to do that too.
I'd let her know she missed your birthday, she'll prob. feel bad about it I'm sure. Also, just tell her that you wished you'd known she was leaving.
She obviously still wants to see you, so don't overreact yet. Friendships do change over the years, and go through stages, just try to communicate positively with her and let her know that you value the friendship and don't want to see it drift away...though you know it will of course grow and change over time.
