I like all three, but I think you should go with #3.
The bell is very cute, but I don't think your guests will use it again.
The picture frame/album is a great idea, but looks like it would be a lot of work and money to finish. So, unless you have a crafty person with extra time on his/her hands, I'd vote for the chocolates....The bags are very pretty and I think people would enjoy them.

I like the photo album because it is a little different and it could fit in a purse. I say go for it!

I love the photo album, most people will take pics at the wedding, and that saves them the trouble of finding a place to put them all.

I like #3... everyone loves sweets. If the photoalbum is placecard size i don't think its very practical.
