Im taking a guess that it sound like some kind of resource room. (extra help)
Either the child is going to be pulled out in a small group to have one on one reading help or the teacher will push in to help the student in reading. I am also in a Title 1 school!! we have push in not pull out programs

I believe shes entitled to free services, extra help in English. Now, how your/her school does it can vary. I mean usually the services are in the form of before of after-school help, but sometimes that means she might be getting pulled from her main class to go to a small group setting for a period or two. I would call the school and ask if they did not give you further information.
