NWR: Halloween...does anyone sew?

So, FH has been talking about being the Joker for Halloween for quite some time. My sister suggested that I go as Harley Quinn, his love interest from the comics. I found a costume online, but it is a cheap velvet one. I wanted a pvc-material. I found that online, but it is $235! That is way out of my price range. I saw a lot of random discussion boards where people talked about making one, but I do not know how to sew and could not even imagine making one. Does anyone have any suggestions for me? If you sew, maybe we can work something out!
So, am I the only one thinking about Halloween right now?

I love Halloween so you're definitely not the only one thinking about it...and you're right to think about a costume now before the stores have nothing left I don't sew nor have a body like that (kudos to you for being brave enough to wear it but maybe try Party City?? They have tons of low-cost costumes. Also try Halloween stores where you can rent costumes?

buycostumes.com usually has the best stuff. I LOVE shopping there.But I dunno if they would have that one with the pvc-material you were talking about. Probably just the regular velvet.
