This is our first time buying and we want to put in an offer , how low is too low? We want to offer 49 thousand less then they are asking is this acceptable do you think?

Did you comp it out? If you look around the neighborhood and other place are being sold for about 49k less, then they are asking too much and it's perfectly understandable. On the other hand, if they are in the correct range and you offer that much less than the asking price, they could get highly offended.
It really depends how much the house costs...there's a big difference if it's a $300k house or a $1M house.

Check the value of the houses on the block ...(zillow.com) and then place an offer that is similar to that. They usually say 20% lower is OK. For example- House is selling at 400,000, 20% lower is 368,000
