NWR-ladies who have houses already/down payment assistance program help needed

For first time home buyers? If so, how long does it take to find out if you were getting the 12k? The packets went out about a month ago and FH sent his in within 2 days. The lady at the office said a letter would come in the mail but he is freaking out with the waiting. So, I was wondering if you have ever used it, how long did it take to hear an answer and then how long til the money came? I really appreciate it...
