I would just choose beautiful restaurant and tell them to set up a nice area for 10 people and enjoy it there.

I dont think we can decorate in a restaurant.. and dad literally LOVES ballons!!! So i want to make sure i have ballons for him!!!!!!!!!!!
At first I was thinkin on doing it on EL Mariachi,... bc i want them to sing Happy bday to daddy.. but i dunno.... They are always busy on the weekends...
We have to celebrate a Saturday/Sunday...
El Mariachi has that cute area that you have to go up a couple stairs to sit in - no doubt you can fit 10 people. I am sure if you ask them to reserve that area they will let you do it. I would call soon though! And if you have that area just for you and your family you can put balloons and stuff.
Just call and ask - it cant hurt.

It's not a seperate room and it's not on a seperate floor - it's just kind of raised a bit from the rest of the seating area so it has a feel of privacy to it. You wouldn't be sitting right on top of everyone else and im sure they could move the tables around to fit everyone, so yea it's inside.
Def go.... if you walk in the front door, walk past the bar and make a left - you walk into a larger dinning room area and it's to the right. I think you walk up like 2 steps and there is a railing.
